SENATOR DUANE'S STATEMENT ON NEW YORK CITY DEPARTMENT OF EDUCATION'S NEW REGULATIONS ON STUDENT-TO-STUDENT BIAS-BASED HARASSMENT, INTIMIDATION AND BULLYING

"I applaud the leadership of Speaker Quinn, the passion and the commitment of advocates, and the hard work of Chancellor Klein and the New York City Department of Education in developing and issuing new regulations which will go a long way in preventing the horrific problem of bullying and harassment in the New York City school system. What will make these regulations effective is that they are designed to protect ALL of our City's children. No child should be afraid in the classroom simply because of who they are.

"While this is a powerful first step in the right direction, we must go further. I am the prime sponsor in the State Senate of the Dignity for All Students Act – a law which, if enacted, will provide protections for students not only in New York City, but Statewide. It is a travesty that while this bill passes the Assembly every year, the Republican controlled State Senate refuses to act. This is wrong and I will fight to make sure the Dignity for All Students Act becomes a reality in New York State."
